A future-state diagram can be useful. It is not a delivery plan. Change moves when priorities, dependencies, ownership and sequencing are clear enough to run.

Governance should help leaders make decisions and remove obstacles. When it creates more forums, more reporting and fewer decisions, it has become part of the delivery risk.

Architecture is often blamed for slowing delivery when the real problem is simpler: no one is clear who can decide, what evidence is enough or when to stop reopening the same question.
